For your information, the work continues at the Senate National Finance Committee. It seems some senators are considering proposing some amendments to the budget Bill. It is therefore more important than ever to contact all the senators on this issue.

Please note that the e-mails automatically go to all members of the Senate National Finance Committee. Once you insert your province, the program will automatically add all the Senators in that province.

Negotiations with Treasury Board: TC Group
The PSAC and the Treasury Board have not been able to reach an agreement on an Arbitrator and so the Parties have asked the Public Service Labour Relations Board to appoint a Chairperson. We expect that an appointment will be made shortly.

C-10 in the Senate
For your information, please see below part of a message just received on the Senate position on Bill C-10:
«.... While we might have expected little resistance to the passage of C-10, it appears that the exact opposite may be the case. During the debate at second reading, prominent Liberal and Conservative Senators spoke out in favour of splitting the Bill, including the chair of the National Finance Committee, Joseph A Day. These Senators have provided eloquent reasons for not passing the portions of the Bill that do not apply to the budget or the stimulus package.»

Budget Watch in Moncton
Some PSAC members joined a variety of local, regional, provincial and national organizations gathered in Moncton to watch Jim Flaherty release the details of hisnext proposed budget.
Rhéal Vautour, PSAC member working at the National Kouchibouguac Park, was the PSAC’s spokesman to comment on proposed changes to the EI program. The Moncton Times & Transcript of January 28 reported his comments:

“The approximate $1.2 billion in changes to employment insurance also drew much scrutiny from those in attendance. The new budget increases the period jobless workers can receive benefits by five extra weeks, to a maximum of 50, for the next two years and also increased the protection for workers when their employer goes bankrupt. It's not enough, according to Rhéal Vautour, a spokesman for the Public Service Alliance of Canada. Vautour was hoping the two week waiting period to receive benefits would be waived and was looking for a definitive answeron whether or not a pilot project which extended the time workers can receive benefits by five weeks will be continued.”

LUMUN members ratify first collective agreement for Memorial University Per-Course Instructors
Members of the Lecturers’ Union of Memorial University of Newfoundland (LUMUN) have ratified the first collective agreement for Per-course Instructors at Memorial University. Certified in December 2006, LUMUN has a servicing agreement with PSAC, and is the official bargaining agent for Memorial University’s roughly three-hundred Per-course Instructors. Per-course Instructors teach the same courses as full-time faculty, but are hired on a part-time, per-semester basis. LUMUN has achieved an excellent agreement that offers significant benefits to these historically cheap and flexible academic workers. Gains include strong language on Seniority and Hiring, Academic Freedom, No Discrimination, Leaves and much more.

Fix Employment Insurance Now
Georgetti says EI surplus must be used to improve EI benefits and training now that Canada is in a recession
OTTAWA – The Canadian Labour Congress says that the federal budget on January 27th must fix the Employment Insurance program so that laid-off workers have adequate benefits to support themselves and their families while they search for new jobs.

Boiling Point!
Boiling Point, is a study that examines the water crisis facing First Nations communities prepared by the Polaris Institute in collaboration with the Assembly of First Nations and the Canadian Labour Congress. The study looks at the daily realities of 6 First Nations’ Communities from across the country. It is a mere sampling of the more than 100 reserves currently under boil water advisories.
Please contact your PSAC Regional Office to obtain a copy of the booklet. This is an invaluable asset in educating members and in building solidarity with Aboriginal communities across the country.

PUBLIC SERVICE LABOUR RELATIONS ACT
(PSLRA):
10 THINGS YOU OUGHT TO KNOW
- The basic framework for Collective Bargaining remains unchanged.
- The “Public Interest” is paramount in this new Labour Relations Act.
- Arbitration Boards have an expanded list of factors to consider.
- Now, Public Interest Commissions (PICs) also have a list of factors they must consider.
- Strike Votes are now governed by the law.
- The strike vote in the legislation has a “best before” date.
- The new Act contains an Employer “free speech” clause.
- Essential Services Agreements (ESAs).
- Strike prohibitions re: Essential Services.
- Legal Strike Action – it’s all in the timing.
