Legislation
The Public Service Labour Relations Act, which is part of the Public Service Modernization Act, governs labour-management relations within the federal government. This Act replaces the Public Service Staff Relations Act as of April 1, 2005.
The Parliamentary Employment and Staff Relations Act governs those employed by the Senate, the House of Commons or the Library of Parliament.
The Canada Labour Code governs any “federal work, undertaking or business" that is within the legislative authority of Parliament, including, navigation and shipping, transportation that extends beyond the limits of a province (e.g., railway, shipping), airlines, radio broadcasting and banks.
Provincial and Territorial labour legislation governs employers that fall under provincial or territorial jurisdiction. The PSAC currently represents members falling under eight provincial laws and three territorial laws.
