Tentative agreement at the Canadian Mint in Ottawa

Bargaining Update - January 6, 2005

The union bargaining team met with the Employer on December 20 and 21 to continue its effort to reach a collective agreement.

Overall the session was extremely frustrating. The process was side-tracked early on the first morning over the shutdown issue. At the end of the last session, the union had expressed a willingness to renew the existing provision related to the summer shutdown. This session kicked off with the Employer stating it believed that the current language allowed them to close the plant at any time. Then, in order to reinforce that message, they tabled revised language that clearly outlined that ability. The rest of the day was consumed by the union's effort to force the Employer to agree to revised shutdown language that properly reflected the union's understanding of the current provision. Although it took until the 8:00 at night, the union finally prevailed.

The second day was spent trying to address issues related to staffing and job security. Although some discussion occurred there was no tangible progress achieved.

We did manage to sign off an improvement to bereavement leave; employees will now be entitled to four consecutive working days (as opposed to calendar days). We also signed off a minor improvement to parental leave that would allow employees to take the leave in distinct chunks - the current language requires employees to take the leave in a single period.

At the end of the session, the union tabled its pay position calling for increases of 4.5% in each year of a two year contract as well as an additional 4% increment to be added to the top of all pay scales. The union felt that a wage increase equivalent to one-tenth of the average 45% increase received by Mint management over the past four years was a reasonable request.

Future dates are scheduled for the last week of January.

Bargaining Update – November 12, 2004

The union bargaining team met with the Employer from November 9th to the 12th to exchange demands and commence negotiations.

At the start of the meeting, both parties expressed optimism that we would have a productive round of negotiations. The union emphasized its view that, given the improvement in the Mint’s performance over the past year, that its members deserve to benefit from that improvement – in the form of significant enhancements to the collective agreement.

The union tabled a comprehensive package of proposals based on input received from members of the two locals. The Employer also tabled its proposals. Over the course of the four-day meeting a fair degree of progress was made on the non-monetary issues.

We were able to achieve improvements to the contract in the following areas: leave for union business, maternity and parental leave, grievance time periods, recall periods, job evaluation, granting of vacation leave, and the period for the carry-over of compensatory leave was extended from six to eight months.

On the subject of apprenticeship, time spent in an apprenticeship program by an existing Mint employee will be recognized as service and the Employer has made a firm commitment to the program by agreeing that it will now always have at least one apprentice engaged in each region.

The 90-day probation period will no longer include overtime hours.

Overall the bargaining team was very encouraged with the tone of the negotiations and the progress made. The parties are currently discussing future dates.
