AS Compensation Advisors

Some 1700 PSAC members in the federal government work as Compensation and Benefits Advisors. These members deliver pay and benefits services to federal public sector workers from coast to coast to coast. The PSAC has been working with this group of members to address their long-standing classification, training, recruitment, retention and workplace needs. PSAC COMPENSATION ADVISORS – A BRIEF CHRONOLOGY


2004

Interdepartmental Compensation Consultants Committee (ICCC) files pay equity complaint independently of PSAC.

PSAC declines to cover legal costs of ICCC pay equity complaint on the basis that there is no male comparator group.

2005

September: PSAC President commits to convening an AS Roundtable, invites Components to nominate participants.

2006

April 19-20: AS Roundtable held with more than a dozen members from across the country to discuss issues, solutions and collective action.

August: Final report of the AS Roundtable released publicly. PSAC encourages Compensation Advisors to promote the report amongst members and undertake action.

November: PSAC files pay equity complaint on behalf of the EB and PA group (which includes the compensation advisors) with the Canadian Human Rights Commission to address inequity caused by outdated classification system.

2007

January 23: PSAC President and NEVP meet with PSHRMAC representatives to discuss issues facing Compensation Advisors as follow up to AS Roundtable.  PSHRMAC agrees to follow-up meeting.

March: PSAC continues to urge Compensation Advisors to write to Treasury Board President Vic Toews.

March 29: PSAC President appears before House of Commons Standing Committee on Government Operations and Estimates with regards to demographic challenges facing the federal public service and uses opportunity to talk about issues facing compensation advisors, specifically their classification.

April 16: PSAC President raises issues facing Compensation Advisors in meeting with Treasury Board President Vic Toews.

June 7: PSAC President appears again before House of Commons Standing Committee on Government Operations and Estimates specifically on Compensation Advisors issues.

June 14: PSAC NEVP, staff and Compensation Advisors meet with representatives of the Interdepartmental Human Resources Capacity Building Working Group.

July: PSAC President writes again to Vice-President of the Canadian Public Service Agency (formerly PSHRMAC) to reiterate the urgent need to address the outstanding classification issue.

October: PSAC provides LWOP for a Compensation Advisor to mobilize Compensation Advisors within the union to promote their issues.

2008

January: PSAC continues to encourage all members experiencing problems getting paid on time, as well as Compensation Advisors frustrated by the lack of action by the employer to contact their members of Parliament, and the members of the Standing Committee on Government Operations and Estimates.

February 5: PSAC NEVP and Compensation Advisors appear before the House of Commons Standing Committee on Government Operations and Estimates.

February: PSAC negotiator meets with a representative group of Compensation Advisors in Halifax to discuss options concerning an allowance for all Compensation Advisors

March: PSAC negotiator meets with Compensation Advisors in Ottawa to discuss language for the Recruitment and Retention Allowance, to be presented at the PA bargaining table.

April: PA bargaining team tables the “Recruitment and Retention Allowance” proposal with Treasury Board to recognize the work of AS group members who perform compensation and benefit duties. This proposed annual allowance would be paid bi-weekly, retroactive to June 21, 2007 and is intended to help reduce recruitment and retention problems and recognize the currently under-valued work of these members.

Compensation Advisors are invited by the PA bargaining team to the table to present the proposal directly to the employer. Only two groups were invited to do this at the PA table during the negotiations process.

May: Standing Committee on Government Operations and Estimates issues a report entitled “The Right Pay for Valuable Employees” which unanimously recommends immediate action by the federal government on pay for Compensation Advisors.

May: At the resumption of collective bargaining, the PA team again raises the issue of an allowance for Compensation Advisors and tables the Report of the Standing Committee, urging immediate action.

October: The PA bargaining team makes an extensive presentation on the need for classification reform, and speaks specifically to the crisis among Compensation Advisors. The need for an interim Recruitment and Retention Allowance is reinforced once again.

November: Tentative collective agreement put to the membership with recommendation of ratification. Agreement includes $4000 pensionable lump sum. The PSAC agrees to drop the human rights complaint for the PA group in exchange for an MOU in the collective agreement which commits by the employer to begin to work on a review and redesign of the OGS for the PA group within 6 months of signing the collective agreement.

AS Compensation Advisors

The federal government has failed to respond to a House of Commons Committee report on the problems facing Compensation Advisors prior to the deadline set by the Committee.

The Standing Committee on Government Operations and Estimates is unanimously recommending immediate action on pay for compensation advisors.

PSAC proposes a Recruitment and Retention Allowance for Compensation and Benefits workers

PSAC's PA bargaining team has tabled a proposal with Treasury Board to recognize the work of our AS group members who perform compensation and benefit duties.

The Recruitment and Retention Allowance proposal is an annual allowance to be paid bi-weekly, retroactive to June 21, 2007. The purpose of the allowance is to reduce recruitment and retention problems and recognize the currently under-valued work of these members.

This allowance has been tabled with Treasury Board as part of a comprehensive wage package for the PA unit. Details of the wage proposal will be issued with the bargaining team report in the near future.
