To protect our rights, we must exercise (and defend) them. The same applies to grievances. We grieve when there has been action or a lack of action by the employer, which must be questioned and challenged. If the action in question affects the members collectively, a group approach could prove to be more strategic. Often, action or a lack of action only affects a member, in which case only an individual grievance is required.
In addition a policy grievance can only result in a declaration of obligations under the collective agreement. Individual remedies (lost wages leave etc.) can only won through individual grievances.
