PSAC Bargaining Units with Treasury Board (PA, SV, TC, EB, FB)

Security and Enforcement community compensation study is progressing

The PSAC is currently working with Treasury Board and the Public Service Labour Relations Board (PSLRB) on two new compensation studies. One of these is for the Security and Enforcement community. The goal of this research is to provide us with wage data to be used in the collective bargaining process by comparing our members’ pay with compensation paid for similar jobs. This study will be particularly relevant in our negotiations for the Frontière Border Services (FB) bargaining unit.

To date, we have met several times with the PSLRB and Treasury Board to negotiate the scope of the study, its framework and the parameters to be included in the request for proposal.  This information is needed to secure the services of the consultant who will be conducting the research.

At this time, we are in the process of reaching an agreement with the Treasury board to finalize the jobs that will be included in the study.  At our last meeting with Treasury Board, we submitted a list of jobs we want to have included and we hope to meet again at the end of August to finalize this list. That being said, we need to remember that this compensation analysis will be undertaken by an external service provider, mandated by the PSLRB and selected through a competitive bidding process. The length of time it will take to complete the study is therefore in the hands of the PSLRB, even though we are working hard to have it completed in the shortest timeframe.

The bidding process started in mid-June and the final appointment of the research consultant should be known by late August.  Once the bidding process is over and both sides have completed the final selection of the jobs that will be covered by the analysis, the study will be well on its way.  The request for proposals outlines a deadline of December 2007 for results.

PSAC will continue to issue update on this compensation study as the project proceeds.
