PSAC Parks Canada Bargaining Unit

Work of the Bargaining Unit and No Zones major issues at the Parks bargaining table

Your bargaining team has agreed to return to the bargaining table on May 5 for a week of negotiations with Parks Canada Agency. Our agreement to return to the table is not without conditions. As you will recall we have agreed to return to the table on a “without prejudice” basis, meaning that the Union reserves the right to continue any and all actions it deems necessary to attain a fair collective agreement for our membership. As an example, the Union reserves the right to apply for Conciliation and also take any workplace action while negotiations continue. For their part, the Agency has agreed to address the substantive issues of the bargaining unit.

One of the substantive issues for our membership is contract language that offers protection against job loss. Parks Canada has announced that they intend to privatize some of the services now being provided by our members. The Agency has stated that hundreds of jobs will disappear. When these job losses are added to the 1,000 bargaining unit jobs that are contracted out each year, the Agency's plan is clear: to reduce the size of the bargaining unit by privatizing and contracting out our jobs, thereby reducing the number of good public service jobs and public services and reduce the ability of our members to have a strong vital bargaining unit.

Another very important issue for this round of negotiations is No Zones. Your bargaining team has put the employer on notice that the end of pay zones is a very high priority issue for this round of negotiations.

There are other substantive issues that your bargaining team has tabled and will be demanding that the employer negotiate. These issues include but are not limited to the following: term and seasonal employment, shift premiums, compassionate care leave, injury-on-duty, and a decent wage increase .

Your bargaining team will be providing updates on all of these substantive issues over the next few weeks.
