PSAC files Unfair Labour Practice Complaint against Parks Canada

Parks Canada refused to provide specific information and answer questions at the bargaining table concerning the terms and conditions of employment for wardens, prompting our union to file an Unfair Labour Practice Complaint.

Our bargaining team had an agreement with the employer that, on October 1, 2008, bargaining was to focus on the arming initiative. However, the employer denied our bargaining team any substantive information.

Under the Public Service Labour Relations Act, the employer has an obligation to bargain in good faith and to make every reasonable effort to reach agreement on the terms and conditions of employment of bargaining unit members. The employer's failure to answer our bargaining team's questions concerning the arming of wardens is a violation of this obligation.

Our bargaining team is determined to negotiate on behalf of all of our membership, including wardens. To that end, it is critical that the employer return to the bargaining table in December and begin negotiating terms and conditions of employment as it relates to the arming initiative.

Our complaint asks the Public Service Labour Relations Board to order the employer to engage in good faith bargaining and to make every reasonable effort to enter into a collective agreement that must include terms and conditions of employment arising from the order of the Federal Court.

Continue to support your team in their efforts against an employer who is set on a course of action that avoids substantive negotiations at the bargaining table on the terms and conditions of employment of our membership, including the wardens.
