You asked about the “final offer”

Under section 108 of the Canada Labour Code, the Minister may order a vote if he is of the opinion that it is in the public interest that employees in the affected bargaining unit be given the opportunity to accept or reject the employer's last offer.

In other words, CPC must have the approval of the Minister to force a one-time vote on a final offer, and it hasn't been successful in getting that approval.

Why? Because they spent a lot of time (and an awful lot of money) declaring that there is no problem with mail delivery.  If this is the case, then there is no need to bypass free collective bargaining and order a vote.

Rather than negotiate with the bargaining team, CPC sent a letter to the president of PSAC, called it a final offer and immediately put it on the company web site.  

The employer took this route rather than look critically at the concessions they are proposing and come back to the table with something better.

Is it a different offer from the one rejected by your bargaining team on November 16?  No.

Was the Sick Leave Scheme taken off the Table? No.

Did it have any improvements on the Sick Leave Scheme?  No.

Is it a better offer? No.

The bargaining team remains available to negotiate at any time.
