Negotiations with Treasury Board: EB agreement signed
The EB agreement has been signed. The provisions in the new collective agreement are now in effect, and the employer has 150 days to implement the new rates of pay and issue cheques for retroactive pay reflecting the wage increases going back to July 1, 2007. The same 150-day delay applies to the issuance of the $4,000 lump-sum payment.
The four-year collective agreement, which expires on June 30, 2011, provides for across-the-board annual wage increases of 2.3 per cent for the first year from 2007 to 2008 and 1.5 per cent for each of the remaining three years. The agreement also strengthens the Workforce Adjustment provisions and requires the government to review the use of contractors and consultants in order to avoid layoffs.
Other highlights of the new agreement:
- Employees can carry over up to 262 hours of annual leave, up from 225 hours
- Improved Professional Development leave for the ED and EU groups to include conferences, correspondence and on-line courses
- An additional 25 minutes of preparation time per week and a guaranteed lunch break free from supervisory duties for teachers employed by the Department of Indian and Northern Affairs
- Pedagogical break between Christmas and New Year's extended to teachers at the Canadian Coast Guard College
- Updated language reflecting teacher qualifications (ED-EST pay notes)
- Appendix J pay study for 12-month ED-ESTs renewed
- New Memorandum of Understanding to review and decide upon hours of work, including appropriate preparation and administrative time, for teachers in the Correctional Service of Canada
- New Memorandum of Understanding to review and decide upon the appropriate placement on the wage grid for aboriginal language teachers who do not have teacher certification
