2013 PSAC Scholarship Program
The PSAC Scholarship Program offers the following 17 scholarships:
- one $4,000 PSAC - AGR National Scholarship;
- one $4,000 PSAC - Coughlin National Scholarship;
- two $3,000 PSAC - AGRNational Scholarships;
- two $3,000 PSAC - Coughlin National Scholarships;
- one $2,000 J.R. (Joe) Power National Scholarship;
- seven $1,000 PSAC Regional Scholarships; – one for each of the seven regions (Atlantic, Quebec, National Capital Region, Ontario, Prairies, British Columbia, and the North).
- three $2,000 National Member Scholarships (for PSAC members only);
The program consists of 14 scholarships for dependant children of PSAC members and three scholarships for PSAC members who are returning to university, college or a recognized institute of higher learning on a full-time basis.
PSAC members must be in good standing as of March 31st of the current year.
The scholarships are not restricted to first-year students. No applicant will be awarded a scholarship more than once.
The scholarships are awarded based on the merit of the 800-word essay or video or original photos according to the topic determined for the given year.
The PSAC reserves the right to withhold the granting of an award if no applicant is deemed to possess the necessary requirements, or for other valid reasons. The PSAC Scholarship Committee may award a PSAC Regional Scholarship outside of a particular region if no applicants from that region are deemed to possess the necessary requirements or there were no completed applications received from that region. Applicant Requirements

Completed application form with all relevant information; and
Option 1:
An 800-word essay on the topic chosen by the PSAC for the current year. Your essay submission must be in WORD or PDF format. Please ensure your full name and page numbers are annotated on every page as a header and footer.
OR
Option 2:
A video or photo essay on the topic chosen by the PSAC submitted on a CD labelled with your name and PSAC Id #. You must send 3 copies of the labelled CD via mail.
PSAC 2013 Scholarships essay question:
Background
Under the Rand formula, a long-established principle of labour relations in Canada, all employees covered by a collective agreement must pay union dues regardless of whether or not they have joined the union. The union dues are collected by the Employer and then remitted to the union through a process known as “dues check-off.” The formula is based on the principle that all employees who benefit from union representation should help finance that representation. Supreme Justice Ivan Rand, who first introduced the formula to settle a strike at the Ford Motor Company, stated that providing unions this kind of financial security was necessary for unions to fulfill their obligations.
Recently there have been suggestions from Conservatives that this formula be abolished and that any collective agreement provision that provides for the formula be made illegal. Those who want to see the Rand Formula abolished say that workers should have the choice whether or not to pay dues.
Option 1: Written Essay
Write an 800-word essay on:
How you would convince someone that this is a bad idea?
and
What the PSAC could do to make sure that a law outlawing the Rand Formula is not passed.
Option 2: Video or Photo Essay
Submit a video or photo essay on a CD (3 copies) that addresses the questions as set out in Option 1. The video should be 3 minutes or less in length. The photo essay should include a maximum of 20 photos with captions.
All sections of the application must be completed. If you do not know your PSAC ID#, Component or Local #, please contact your Component National Office, PSAC Regional Office, or your Local steward/president.
Applicants may complete the application directly on-line or by obtaining a hard copy at scholarships@psac-afpc.com.
All documents sent by mail must be received or postmarked no later than
June 28th, 2013.

NOTE: Applications will not be accepted by e-mail or fax. Only direct on-line or hard copy mailed-in applications will be accepted.
Confirmation of receipt of application received by PSAC will be e-mailed to applicant. Please retain e-mail for future confirmation.
PSAC will inform the applicants who will be moving to the final stage of selection. At this time, proof of registration to the university/college and your Social Insurance Number will be requested.
